IPSLEI Facilitation Overview

      IPSLEI utilizes a facilitated learning approach to all our programs. Programs are specifically designed to minimize the use of lecture and focus on facilitated interactive dialogue.  Implementation of the IPSLEI program is supported through facilitators certified in the content and teaching methodologies used in the program. IPSLEI uses a facilitator certification program in partnership with the Phi Theta Kappa Leadership Development Program Facilitator Certification Course.

      The following are the current minimum IPSLEI facilitator qualifications as recommended by the IPSLEI Board of Directors:

  • 10 years organizational experience with at least two years at the supervisory/managerial level.

  • A minimum of a Bachelors Degree from a regionally accredited college or university is required. (NOTE: Individuals without degrees but with exceptional organizational experience and non-traditional educational credentials may be considered as meeting the educational qualification. This will be on a case-by-case basis).

  • 5 years experience presenting in adult facilitated learning method.

  • College, university, or organizational sponsorship/recommendation

Meet Our Facilitators

Steve Winegar

    Steve spent more than 32 years in policing. The first half of his police career was with the Washington County Sheriff’s Department in Hillsboro, Oregon, where he worked a variety of assignments. He rose through the ranks to lieutenant while with the Sheriff’s Department.

     The second half of his police career was with the Tualatin, Oregon, Police Department as Chief of Police. Steve was selected as Tualatin’s first Police Chief, appointed to the position in 1987 when the City made the decision to form its own Police Department. The Police Department started with a sworn staff of 13, and had grown to 33 in 2003 when Steve retired.

      After leaving active policing Steve worked as a risk management consultant, and he taught criminal justice courses at Washington State University – Vancouver campus. For the past ten years he has been working with the Oregon Department of Public Safety Standards and Training (DPSST); he has been the coordinator for the Leadership Development Program in Oregon for the past eight years. He now is the Leadership Training Coordinator at the Center for Policing Excellence, which was established at the Public Safety Academy in Oregon in 2013.

      Steve holds a total of five college degrees, including a Masters Degree in Criminal Justice, a Masters of Public Administration, and he received his Ph.D. in Public Administration and Policy from Portland State University.

Chief Mat Fratus (R)

       Mat Fratus is a recently retired fire chief for the City of Rialto California with over 33 years of experience in emergency services. He began his fire service career with the San Bernardino City Fire Department where he served in every rank from Paramedic/Firefighter through Deputy Fire Chief.

       Mat has served as an instructor at the local, state, and national level for topics such as incident command and tactics, emergency medical services, leadership development, and fire ground decision making. He has been involved with IPSLEI for over 15 years facilitating courses to individual agencies and through local colleges. He holds a Bachelor Degree in Public Administration and a Masters degree in Leadership with an Emphasis on Fire Administration. He is a graduate of the National Fire Academy’s Executive Fire Officer Program, and was awarded the EFO Outstanding Applied Research Award for his work in that program in 2006. He was also awarded a fellowship to the Kennedy School of Government at Harvard University in 2012. He currently lives in Lake Arrowhead California.

Chief Justin Carr

           Justin began his career in 1997 when he was hired as a firefighter with the Newport Beach Fire Department.  He promoted to fire paramedic, and again to Captain.  In 2011, he served as the Chairman for the California Firefighters Olympics and was honored later that year by his peers as the Firefighter of the Year.  After 8 years as a Captain, he was promoted to battalion chief, and has been assigned to the training division since 2017.  He currently serves as the President of the Orange County Training Officers, and the Vice President of the NBFD fire management association.  He holds an A.S. degree in Fire Technology and a Bachelor’s degree in Organizational Leadership.   He has completed the 5 week IPSLEI program, as well as the Leadership Tomorrow program and enjoys continually learning about and teaching leadership.

Captain Shawn Tukua

Captain/Paramedic Shawn Tukua has 14 years with the Los Angeles Fire Department. His extensive training experience within and round the fire department includes 3 years of recruitment and hands-on training at the Department's Drill Towers and teaches State Fire Marshal Courses including Instructor Courses. As a Officer with the Fire Department, Captain Tukua has first-hand experience teaching and mentoring our newest firefighters ensuring their success and is a staff member at with the Harbor Youth Fire Academy exposing inner-city youth to the importance of education, character, strong personal ethics and preparing them for future challenges.

      Laurie is an adjunct faculty member for the Graduate School of Business at Azusa Pacific University and in the Undergraduate School of Business at Barclay College. She holds a master’s degree in Human and Organizational Development (MHOD), a Senior Professional in Human Resources (SPHR) certification, and is a Society for Human Resources Senior Certified Professional (SHRM-SCP).

Officer Don Douglass

  Officer Don Douglass began his career in law enforcement in 1990.  Serving as a police officer and deputy probation officer for three Southern California agencies.  As a seasoned officer, he has been responsible for training and mentoring new officers in both professions.  Being well-respected by his peers and management alike, Officer Douglass has been nominated for officer-of-the-year on several occasions and has received a number of work-related awards and commendations.

      Officer Douglass takes pride in serving others.  He has served as president of two peace officer associations

He has led these associations through contract negotiations, represented his members during internal affairs investigations, grievance hearings and disciplinary arbitrations, and has participated on a number of agency/department committees with the goal of improving relationships and working conditions.  He has also served on the board of directors for two community non-profit groups and has dedicated countless hours to those endeavors.

     Officer Douglass is viewed by many as exuding exceptional leadership skills, with his character and integrity being above reproach.  He has most recently completed IPSLEI's 2015 Leadership and Ethics Facilitator Certification course.

Chief Marc Revere, Retired

     Marc Revere, retired fire chief, served 36 years in the fire service; 16 years as a fire chief. He has extensive background in leadership and organizational development and has assisted numerous organizations with their professional development. Chief Revere has delivered keynote addresses and other presentations to a variety of agencies throughout the Untied States and the United Kingdom with a primary theme of Leadership, Professional Development, Ethics and Values, Succession Management, and Mentoring.

      Chief Revere is a Harvard Fellow and was nationally recognized by the Center for Public Safety Excellence as their first recipient of the “Ronny Jack Coleman Leadership and Legacy Award” in 2010 and again in 2012 as their first recipient of the “Fire Chief of the Year Award”. He has served on the International Association of Fire Chiefs’ Professional Development Committee and as President of the California Fire Chiefs’ Association.

Captain Ryan Keck

     Captain Ryan Keck began his public safety career in 1999, serving as a corrections deputy in both California and Oregon. A self-proclaimed learning and performance “geek,” Capt. Keck’s passion and experience with learner-centered education led him in 2007 to a full-time position at Oregon’s Department of Public Safety Standards and Training (DPSST) creating and managing statewide training programs designed to develop critical thinking, emotional intelligence and career confidence. Capt. Keck became an IPSLEI facilitator in 2011, and currently supervises the Center for Policing Excellence at DPSST, which is responsible for delivering leadership training and resources that promote research-informed public safety practices, and prepare leaders for future challenges affecting community safety

Jeff Buchanan 

     Jeff Buchanan is  responsibile  for the oversight of support services which includes IT, life support, mechanics, communications, and the warehouse. His first leadership roles began in 1997 in the casino hotel industry where he led staffs ranging from 80 to 200 personnel and managed budgets reaching 30 million dollars. In 2001, Jeff transitioned full-time to a career in public service with the North Las Vegas Fire Department (NLVFD). While at the City of North Las Vegas, Jeff served in the classifications of firefighter, paramedic, EMS captain, training captain, fire captain, and assistant fire chief. In 2013, Jeff was appointed as the fire  chief for the NLVFD, and 7 months later accepted a dual role and was named the interim city manager. As the interim city manager of North Las Vegas, Jeff and his team were instrumental in eliminating an 18 million dollar deficit and settling a lawsuit with the labor groups that saved the city over 30 million dollars. Through collaboration, creative problem solving, and a sound plan, these successes were accomplished while maintaining service levels.  Jeff has had responsibility of budgets in the public sector ranging from 32 million to 432 million dollars. In addition to his duties as Deputy Fire Chief at the CCFD, he is currently part of Nevada Task Force 1 and a part-time instructor at the College of Southern Nevada where he has taught for 4 years. He has the qualification of EFO (executive fire officer) and is credentialed to instruct at the National Fire Academy in the EFO program. Jeff is also a graduate of the Metro Chamber of Commerce Leadership program and been part of numerous other classes and programs on leadership. Jeff holds a Master of Business Administration, Master of Public Administration, and he considers himself a lifelong learner. Jeff currently sits on the board of directors for Easter Seals of Nevada and has been a resident of Southern Nevada since 1996.

Joe M. Schum IV, FO

     Joe M. Schum IV, FO is a dedicated public safety professional with over 21-years of volunteer and paid professional experience providing emergency services, education, and training to citizens, public safety members, and college students. He holds an A.A.S. in Fire Science Technology from Colorado Mountain College, a B.S. in Fire and Emergency Services Administration from Colorado State University, and is completing an M.A. Organizational Leadership from The Chicago School of Professional Psychology. Joe has served as an explorer, firefighter, apparatus operator, company officer, and training officer during his fire service tenure in Colorado and Nevada; he is currently a Captain for the Truckee Meadows Fire Protection District in Reno, NV. Joe is a Certified Facilitator for IPSLEI and the Phi Theta Kappa Honor Society Leadership Development Program. He enjoys engaging others to think philosophically and critically while supporting them to reach greater potential. His beautiful wife Kate, 7-year old daughter, and 3-year old son support Joe in his career. Together they enjoy the outdoors, camping, cooking, and relaxing as a family.

Joey A. Manibusan

     After returning from Active Duty Service with the U.S. Air Force, Joey joined the Guam Fire Department in 1990. He graduated from the Guam Fire Academy with the 12th Fire Cycle. He was promoted to Fire Captain in 1997 and held various positions with the Guam Fire Department to include Firefighter/EMT, Fire Academy Instructor, Special Response Unit Officer in Charge, Staff Inspector, District Commander, Arson Investigator, and Fire Inspector. In April of 2015, Joey was promoted to Assistant Fire Chief.Joey became a Fire Science Adjunct instructor with the Guam Community College in 1996 and instructed Fire Science courses. Joey is a 4th year Executive Fire Officer Program student with the National Fire Administration and currently working on a Master’s Degree in Leadership with an Emphasis in Executive Fire Leadership and expected to graduate in 2016.Joey serves the USAF Reserves as a Chief Master Sergeant and is the Chief Enlisted Manager with the 44 Aerial Port Squadron, 624 Regional Support Group. He is a War on Terrorism Veteran. and was one of the first to answer the call to deployment under Presidential Orders to the Middle East for Operation Enduring Freedom and Operation Southern Watch.

Vilma De Leónoey- Cotto

      Adjunct Professor for SIU since 2012 for the Fire/ Public Service Management Bachelor Program. Phi Theta Kappa Certified Instructor and IPSLEI Certified Instructor since 2011. Secondary Level vice Principal for 11 years and 21 years teaching English, mainly at the High School level. Currently finishing a second Master’s Degree in Educational Administration and Supervision; expected graduation date December 2016. I teach in both, Spanish and English language.

Ken Stenkamp

      Ken Stenkamp started with the Bend, Oregon Police Department in 1982. During his career he worked as a Patrol Officer, Detective; DARE Officer, Swat Operator, Crash Reconstructionist, Patrol Sergeant, Watch Commander and Division Commander of Support Services and retired as the Investigative Division Commander as a Captain in February 2015.Ken received an Associate of Arts degree from Central Oregon Community College in 1980 in Political Science and then attended the University of Oregon and Oregon State University receiving his Bachelor of Science degree in Liberal Studies in 1991 from Oregon State University. In 2008 he attended the first cohort of IPSLEI to be held in Oregon. He became a facilitator for the IPSLEI program. He currently works part-time for the Oregon Department of Public Safety Standards and training in the Center for Policing Excellence as a facilitator in the Supervision and Organizational Leadership and IPSLEI programs..

Lieutenant Russ Shubert

Lt. Shubert is a twenty-seven year veteran with the City of Riverside Police Department. His experience includes Patrol Operations, Criminal Investigations, Internal Affairs, Civil Liability, SWAT, Aviation, Personnel and Training, Incident Command System, HAZMAT Operations, Small Arms Instruction, and Range Operations.

       In addition to his law enforcement experience, Lt. Shubert was a twenty-two year veteran with the United States Navy and United States Coast Guard. His military experience includes Damage Control and shipboard fire-fighting, Port Security Operations, Small Units Tactics Leadership, Maritime Law Enforcement, HAZMAT Operations, Incident Command System, and Training.

       Lt. Shubert is most recognized within his Department in the area of training, with over 18 years of experience and have trained approximately 5,000 law enforcement officers and military personnel from multiple jurisdictions throughout the state and across the country. His expertise is extensive in training, specifically in the area of small arms and tactics, Incident Command System, patrol operations, and Special Weapons and Tactics.

       Formal training includes weapons tactics and instruction, and formal training within many facets of the Incident Command System. Lt. Shubert draws upon this training and is recognized with his Department as a lead instructor in those areas. His formal education includes a Bachelor’s Degree in Criminal Justice, with an emphasis on public administration. His experience includes being assigned to the Riverside Police Department’s training Division for approximately 8 years while being directly responsible for all aspects of the basic, intermediate, and advanced officer training programs, in-service, and FTO (Field Training Officer) programs. He also currently serves as the coordinator and supervisor for the Riverside Police Department’s Defensive Tactics Team, and the Department’s Mentor Program Coordinator.

Sean Grayson

      Sean Grayson started his fire service career as a Firefighter in 1994. He worked as a Firefighter/Paramedic, Engineer, Captain and Battalion Chief in the Bay Area of Northern California before coming to the Rialto Fire Department in 2014. In 2015 he was promoted to Division Chief for the Rialto Fire Department.

       Sean has a Bachelor’s degree in Business Administration and a Master’s degree in Executive Fire Service Leadership. He is a graduate of the National Fire Academy’s Executive Fire Officer (EFO) program and is an internationally designated Chief Fire Officer (CFO) through the Center for Public Safety Excellence Commission on Professional Credentialing.

Sean is a State Certified Chief Officer and Instructor. In his current assignment Sean oversees the departments Emergency Operations including all responders across the three shifts supervised by Rialto Fire Department Battalion Chiefs.
